If a recipe doesn't say to sift, don't sift it. There is a difference in weight that occurs whether you sift or not.

What you are supposed to do is fluff up the flour with a fork in your cannister just to loosen it. Spoon the flour into a metal measuring cup meant for dry ingredients and then to level its top with a knife.
