What Rebecca did was to fill the muffin cups to the top probably using a recipe that makes a thin batter. Beforehand, she sprayed the muffin tins, place muffin cups in, and then sprayed their insides and the tops of the muffin tin with vegetable oil. During baking, the batter will rise and then spread because the top of the muffin tin is slippery from the oil. It shouldn't leak.
