I have a write up on "how to get rid of bugs in your pantry" on http://www.baking911.com/howto_bugs_get_rid_of.htm Bugs usually come from flour and grains, etc. When replinishing items, keep all whole wheat flours in the freezer so they won't go rancid, as well. Keep all other items in AIRTIGHT containers.
